Energy Strategy and Development of the Fuel and Energy Sector

On 25 May 2026, a joint meeting of the Supreme Mining Council of Russia and the Committee for Energy Strategy and Development of the Fuel and Energy Sector of the Chamber of Commerce and Industry of the Russian Federation was held at the CCI of Russia, themed “Improving the Efficiency of the Mineral Resources Sector”.

The meeting was chaired by Yury Shafranik, Chairman of the Supreme Mining Council of Russia and Chairman of the CCI of Russia Committee for Energy Strategy and Development of the Fuel and Energy Sector. The meeting was attended by representatives of federal authorities, the Russian Academy of Sciences, leading oil and gas, mining and metallurgical companies, industry associations, scientific and expert organisations.

Gubkin University was represented at the meeting by Anatoly Fedash, Head of the Department of Geoecology; Alexander Komkov, Head of the Department of Scientometric Research and Publication Support; Olga Eremenko and Elena Morozova, Associate Professors of the Department of Oil and Gas Industry Economics; and activists of the Gubkin University Student Scientific Society.

Greetings to the participants were sent by Denis Manturov, First Deputy Prime Minister of the Russian Federation; Alexander Novak, Deputy Prime Minister of the Russian Federation; Dmitry Kobylkin, Chairman of the State Duma Committee on Energy; Alexander Kozlov, Minister of Natural Resources and Environment of the Russian Federation; and Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs.

The meeting was organised into three thematic blocks. The first block focused on the role of the mineral resources sector as a driver of the country’s scientific and technological development, the reproduction of the mineral resource base, staffing, and enhancing the efficiency of resource potential utilisation. The second thematic block addressed the state of the mineral resource base, prospects for its reproduction, and the role of the geological service in ensuring the sustainable development of the sector. The third block saw the participants discuss prospects for the sector’s development amid intensifying global competition for critical mineral resources.

Following the meeting, the Supreme Mining Council prepared proposals aimed at improving state policy in the sphere of subsoil use, supporting the domestic mineral resources sector, and ensuring the technological development of the industry. The participation of Gubkin University representatives in events of this level contributes to strengthening interaction between science, education and industry, as well as to the development of the university’s expert involvement in shaping the industry agenda.
