Viktor Martynov: "We Need to Increase Target Quota Training of Specialists for the Oil and Gas Industry"
On April 8, 2026, the rector of Gubkin Russian State University of Oil and Gas (National Research University) spoke at the plenary discussion of the IX International Youth Scientific and Practical Forum "Oil Capital" in Khanty-Mansiysk.
"We need to increase the volume of targeted training for highly qualified specialists for oil and gas companies," stated Viktor Martynov, rector of Gubkin University, at the forum's plenary discussion.
"Increasing the target quota for the oil and gas industry is being discussed in the industry," the rector noted.
In 2026, universities adjusted their admissions rules, with a detailed target quota being one of the main changes. Targeted spots are now assigned to specific clients, and the list of applications is published on the "Jobs in Russia" portal.
"Companies now have more opportunities to submit applications for specialist training. This is a positive change that strengthens the connection between higher education and the current needs of the industry and provides more opportunities for applicants from across Russia. However, future personnel needs must also be taken into account," commented Viktor Martynov.
According to preliminary estimates, the number of targeted places at universities in the oil and gas industry could increase two- to three-fold, the rector added.
Targeted training can be requested by federal ministries or agencies, regional government bodies, state and municipal institutions, state-owned enterprises (PJSC Gazprom, PJSC Transneft, and others), any individual entrepreneur, or legal entity. After completing their studies, graduates must work at the company requesting the targeted training for at least three and no more than five years.
