Open Lecture by a Staff Member of the Permanent Mission of the Russian Federation to the UN in New York
On March 2, 2026, Dmitry Bulgaru, a staff member of the Permanent Mission of the Russian Federation to the UN in New York (USA), gave an open lecture at Gubkin University. He spoke to students about the functioning of the UN and General Assembly committees in the current environment, as well as the procedure for preparing and approving resolutions on coordinating international efforts to counter terrorism, extremism, and drug trafficking.
During the lecture, Dmitry Bulgaru touched on the specifics of formal and informal negotiations between delegations and answered students' questions about the qualities of a diplomat and how to effectively negotiate under stress and political pressure.
The event was organized by the Student Scientific Society of the Faculty of Integrated Security of the Fuel and Energy Complex, jointly with the CIS Research Institute for Security Problems and the Department of International Cooperation in Security (Basic).
