International Scientific and Practical Conference on the Security of Port and Transport Infrastructure in the Coal Sector

On September 22, 2026, Gubkin University (Gubkin Russian State University of Oil and Gas) hosted the international scientific and practical conference titled "Ensuring Comprehensive Security for Port and Transport Infrastructure in the Coal Sector of the National Energy Industry." The conference was co-organized by the university’s Department of International Cooperation in Security and Department of Special Programs (Faculty of Comprehensive Security of the Fuel and Energy Complex) in partnership with the Research Institute for CIS Security Problems and the Elga Coal Company.

Pavel Kalashnikov, Vice-Rector for Research at Gubkin University, opened the conference by noting the university's readiness to serve as a platform for sharing expertise and addressing the complex security challenges facing coal sector enterprises.

Welcoming remarks were also delivered by Nikolai Stupakov, Director of the Research Institute for CIS Security Problems and member of the Scientific and Expert Council of the Security Council of the Russian Federation; Tiruvallu Midhun, Deputy Secretary-General of the Shanghai Cooperation Organization; and Ruslan Kaganov, Chief Advisor to the Office of the Security Council of the Russian Federation.

The plenary session was moderated by Dmitry Medvedev, Head of the Department of International Cooperation in Security, and Pavel Mareev, Head of the Center for International and Regional Projects at the Research Institute for CIS Security Problems.

The plenary session began with a presentation by Pyotr Ilyichev, Director of the Department for New Challenges and Threats at the Russian Foreign Ministry. He detailed Russian initiatives regarding international cooperation on the counter-terrorism protection of critical energy infrastructure and highlighted the participation of Gubkin University staff in the implementation of these projects. Vadim Bugaev, First Deputy General Director of Elga Management Company LLC, shared insights on ensuring anti-terrorist protection for port and transport infrastructure, while Mikhail Guskov, Head of the Department of Special Programs, discussed advanced training technologies for operators of unmanned aerial systems (UAS) tasked with safeguarding critical port and transport infrastructure.

Presentations by Maria Khaidina, Associate Professor at the Department of Gas and Gas-Condensate Field Development at Gubkin University, and Alexander Konoplin, Director of the Academician M.D. Ageev Institute of Marine Technology Problems (Far Eastern Branch of the Russian Academy of Sciences), also generated significant interest.

The conference was attended by over 100 representatives from the Russian energy sector, academia and research institutions (such as VNII GOChS (FC), RANEPA, and MSLU), and various international organizations (including the SCO, CIS, and CSTO).

The event was organized with the participation of the Gubkin University Student Scientific Society.
