Gubkin University graduates join the Russian Ministry of Education and Science's Science, Technology, and Higher Education Personnel Reserve
Seventy-three members of the Russian Ministry of Education and Science's Management Personnel Reserve have completed training under the program for developing a management personnel reserve in science, technology, and higher education.
The program is being implemented in accordance with the instructions of Russian President Vladimir Putin at the Graduate School of Public Administration of the Presidential Academy and the Sirius University of Science and Technology, in partnership with leading Russian educational centers. It aims to develop management competencies in scientists under 40, who will be able to form a personnel reserve for organizing research and development, coordinating science, technology, and higher education at universities, specialized companies, and organizations.
From October 2025 to March 2026, a training program was conducted, comprising four modules held in Moscow, St. Petersburg, and the Sirius federal territory, as well as intermodular work and team project activities. Particular emphasis was placed on developing management competencies for the implementation of science and technology policy and improving the effectiveness of interactions between universities, science, and industry.
During the program, students heard presentations from representatives of the Russian Ministry of Education and Science, development institutes, and leading organizations in the science and technology sector, as well as experts in project management, communications, and management competencies. Participants also visited technological and industrial facilities and partner organizations, including the Skolkovo Institute of Science and Technology, Sibur Polylab, TMK Scientific and Technical Center, Admiralty Shipyards, the Lenrezerv Patriotic Society, the Mariinsky Theater, the Sirius Concert Center, and the Sirius University of Science and Technology.
Throughout the training period, participants worked on project initiatives aimed at improving public science policy instruments. On the final day of the training, participants defended their projects before an expert committee and received certificates of completion at the program's closing ceremony.
Project topics developed by participants included: "Gamified Ecosystem for the Future Scientist," "Improving the Mechanisms of the National System for Science-Business Interaction," "Creating a Mechanism for the Reproduction of Research Personnel," "Procedure for Selecting Applications for the National Project 'New Health-Saving Technologies,'" "Improving Mutual Accessibility of Organizations' Scientific and Technological Infrastructure," "Science Bridge," "State Assignment 2.1 – Pilot Project," and "International Project MOST."
One of the projects was the "State Assignment 2.1 - Pilot Project" initiative, which envisages the implementation of a two-stage model of interaction between science and business to improve the effectiveness of applied research and attract extra-budgetary funding. Ivan Vanchugov, Head of the Department of Youth Science and Scientific Events, and Mikhail Ershov, Deputy Head of the Department of Oil Refining Technology, participated in its development.
