A university staff member at the III International Caspian Digital Forum

From October 30 to 31, 2025, the III International Caspian Digital Forum was held in Kaspiysk, Republic of Dagestan. Over 1,200 delegates from Russia and the Caspian littoral countries participated in the event.

The forum's opening ceremony featured speeches by Maksut Shadayev, Minister of Digital Development, Communications, and Mass Media of the Russian Federation; Sergey Melikov, Head of the Republic of Dagestan; and Nikolay Udovichenko, Ambassador-at-Large of the Russian Ministry of Foreign Affairs and Head of the Russian Delegation to the Caspian Sea Negotiations.

Gubkin University was represented at the event by Dmitry Medvedev, Head of the Department of International Cooperation in Security, who spoke at the forum's expert panel discussion on countering deepfakes and cyber threats. During the discussion, experts discussed the potential of using digital footprint data analysis tools to neutralize fake and distorted information.

In addition to information security issues, the following areas of cooperation were discussed at the international forum:
– development of the North-South international transport corridor;
– the use of digital technologies in addressing environmental issues in the Caspian Sea, including for the sustainable development of green energy;
– the development of marketplaces as the foundation of a modern service infrastructure.
